Hey Yongchang

That is not an easy question to answer, given that in Common Buzzard and Upland Buzzard especially there are many plumage variations, but I will try.

Common Buzzard can usually be seperated at all ages and phases by the smaller dark carpal areas on the underwing. Common Buzzard also tend to show little or no white on the upperwing-primaries. The tail is also pale on the underside (sometimes with a dark narrow subterminal band) but always dark or sometimes reddish above. Common Buzzard also have the shortest wingspan and unfeathered legs.

Upland Buzzard (as Rough-Legged) usually have large dark carpal areas on pale phase birds, which are less obvious on dark phase birds. Light-phase birds also show a rufous/brown tinge to the lesser and median coverts (this is also true of vulpines Common Buzzard but they tend to have more extensive rufous-brown areas extending to the patagium and greater coverts).

Dark-phase birds can resemble the dark-phase of the North American sanctijohanas subspecies,or dark-phase 'vulpinus' Common, but they tend to be duskier grey/brown on the primaries and secondaries, as well as less white in the tail. In pale-phase birds the tail is usually pale below and above, without a dark sub-terminal band. Pale-phase birds also have a whitish streaked head, with pale breast, with some brown on the chest-sides, flanks and trousers (thigh feathering). Upland also has a larger pale primary patch on the upperwing. Upland Buzzard and Rough-Legged also have feathered legs..Common Buzzard doesn't. Upland has the longest wingspan, with very broad wings.

Rough-Legged in Asia tend to have large dark carpals in all ages and with exception of juveniles a black subterminal band(thick in European birds, but thinner in Eastern Asia) with broad white terminal band ( both always thinner in Common). The tail is always white, with dark subterminal band above in adults and a white base to tail in juveniles that 'bleeds' through to dark brown in juveniles. Eastern Asian birds have thinner tail bars than European and North American birds. They also have a small whitish patch at the base of outer primaries above (smaller than Upland..but usually..but not always bigger than Common). The streaking on the underwing-coverts and chest or belly tend to be less-marked than European or American birds..though 'kamchatkaensis' cna look very similar to American birds with large dark belly patch (female) or more extensive belly streaking (male) and more extensive streaking on underwing-coverts and chest/throat for both sexes. They have longer, slightly narrower wings than Common Buzzard, but not as broad or long as Upland.

Here are some photos to help illustrate some of the differences:
